I just saw a limit Buy @ $.21 go for $.18515. The Ask was $.2099. Is this "Price Improvement"? Is this hurting $CAPC? This happens a lot even on this thinly traded stock. I won't use the "M" word but it appears like it could have the same effect IMO. Makes Buying look like selling?
