Personally, I do not have the bar that high. Somewhere over the years I retain the understanding that a Penny Stock cannot (exceptions probably exist) be purchased by institutions unless over $2 a share (not willing to take the time to confirm that - could have changed). Once able to be bought by institutional traders, a company is no longer considered a penny stock by my book.
