You have omitted UNESCO in this equation. Spain was one of the main ram rods in the creation of the UNESCO Underwater Cultural Heritage Treaty. Based on terms and conditions of the treaty Spain will not make deals with private sector treasure hunting entities. Even if that were possible, its highly unlikely they'd even entertain issuing any sort of contract to this bunch of failed amateurs who have never even found a shipwreck or salvaged one.
