Crooked JACK HANKS newest scheme is a reverse refinery - it would turn oil and natgas into coal. This dovetails with his larger scheme to purchase electricity from the grid generated by coal-fired power plants and using the electricity to run wind turbines in reverse - blowing hot, dusty Texas air over the caliche - and thus producing market need for his reverse refinery coal to run the power plants.
