The Corporate Action and the Amendment is the 14c - not the reverse stock split.

The company has 12 months from the date of the 14c to act on the reverse split.

Should you still have questions I would recommend contacting the company or better yet simply look at the prior 14c which was filed on 8/2019 with the same wording and they filed an 8k 12 months later as allowed by the 14c.
