On April 6, Beijing Institute of Technology released two documents, the "Notice on the Establishment of the Institute of Information Technology Innovation" and the "Notice on the Appointment of Wu Changgao as the Dean of the Institute of Information Technology Innovation", which marked the official launch of the first Xinchuang Institute in 985 universities. Chinasoft International and Beijing Institute of Technology signed a strategic cooperation agreement in April 2020. One of the important cooperation contents is the joint establishment of Xinchuang College. Focusing on national strategies and industrial talent needs, through innovative models such as school-enterprise cooperation and integration of production and education, cultivate characteristic software talents at different levels such as scientific, commercial, and engineering levels, promote breakthroughs in key software technologies, and promote the construction of software ecosystems , forming a strategic talent training base in key basic software fields. In January 2021, Chen Yuhong, Chairman of the Board of Directors and CEO of Chinasoft International, and Zhao Changlu, Secretary of the Party Committee of Beijing Institute of Technology, jointly inaugurated Xinchuang College under the witness of relevant leaders of the Ministry of Industry and Information Technology.

The main goal of Xinchuang Academy is to cultivate high-end talents in the fields of Huawei Hongmeng, Euler, and Gauss. One year after its establishment, it has completed the overall planning and design, especially the characteristic talent training plan of the school-enterprise alliance; established a school-enterprise joint faculty team (including 30 experts and tutors from Chinasoft International); completed the design and development of 4 courses, And completed the teaching in the 2020 graduate students; the co-written graduate textbook "Open Source Hongmeng Operating System" has been included in the school's "14th Five-Year Plan" textbook; organized a number of technical lectures/open source Hongmont training camps and other activities for students; organized Graduate students of the 2020 class will go to Chinasoft International for internships, providing students with a good internship training platform to help them succeed in their studies; the characteristic demonstration software college jointly declared by the two parties has been approved by the Ministry of Industry and Information Technology and the Ministry of Education.

In order to support the operation of Xinchuang Academy, Beijing Institute of Technology appointed Mr. Wu Changgao (former Huawei executive) as the first dean of Xinchuang Academy, and was fully responsible for the relevant work of Xinchuang Academy. Xinchuang College will implement the national innovation and development strategy, adhere to the original intention of educating people for the party and cultivating talents for the country, take moral education as the fundamental task, and strengthen the connotative construction of software majors.
