From a cursory review of available information, it seems to me that after maxing out the A/S, Vakser increased the A/S to allow more dilution. Vakser isn't paying his bills to Wyoming (Delinquency Notice - Tax - 2022-003616982) so it's no surprise the A/S there hasn't been updated. But Vakser's TA HAS updated OTC Markets.

Conspiracy theories don't replace due diligence. Try contacting the company to clarify discrepancies.
