Googled "Cushing Oklahoma oil terminal".
This was first in the list.

Website says they have marketing services. If they can't help you, maybe they will be kind enough to point you in the right direction.

You could also try an old broker Ira Epstein. Should be able to find him on the YouTubes.

You might look into the qualifications for the National Oil Reserve. They will need to replenish their supply.
