Cardano (ADA) & Surveillance

There's something that may have been overemphasized about Cardano. Once you solve the blockchain trilemma & you have a cryptocurrency network that is truly decentralized, scalable, & secure it becomes extremely unclear how nation states will be able to execute on the financial surveillance necessary to conduct governance as usual. What about fiat onramps & offramps you say? I'm not sure if we're gonna need them where we're going and if that's the case, then maybe everything changes.
