So wouuld jj be able to unload stock in that extended
90 period ? ....and if so, gotta wonder who might be the buyer ?

Personally, without a settlement and some approvals, I can not
see Neuro doing anything except moving slowing down,
unless, by some stroke of luck or a measure of sanity, the government were to actually wake up and decide this would save lives and RLF and or Neuro could use help in that endeavor.
