It is usually directly related to company's business changes/successes.
AGN plans an up-list AFTER news about significant progress in one or more of it's current initiatives.
The size and price will be determined by the magnitude and future possibilities presented in relation as to what the market will accept/support.
Companies succeed with an up-list when there is significant value. I hope for flesh on the bone Before a move.
Investors can Buy if confident, Sell if they are suspect or Hold and do Nothing which is also an active decision...
