It has definately been longer than that for me many times, and again 95% of the time when I call, they have to transfer me to a 'licensed' broker to help me. The first customer service person is the first line of brokerage customer service to 'filter' the phone call.
But Etrade was unacceptable. I can't remember how long, but it was crazy. And I don't think they have an option for them to call you back when they have someone available.
