Now - what is DC COA and what is its relationship to the court of federal claims where Sweeney is a mover and shaker I was referring to the DC court of appeals. But I was wrong. It was the United States Court of Appeals for the Federal Circuit.

I do not think district or circuit (appellate) decisions matter to the Federal Claims Court?? It is its own thing - no? No the court I mentioned above does have that jurisdiction.
