If there is plenty of fluid, setting the pump below the perforation is ok. The reason to set it above the perforation is to keep the perforations from sitting dry without fluid. This prevents the perforations from scaling up. The only reason to set the pump below the perforations is to keep it from gas locking. If there is plenty of fluid, the pumps will no gas lock so no need to put them below.
