what i was trying to say is: of the final worth of the company, if the market says the company is worth 240 billion $ then 24 billion $ goes to existing common holders (ie stock will be 24$ per share) 120 billion dollars goes to govt as cash (ie they agree to sell their warrants and take the cash as part of the secondary offering) and 86 billion $ goes to the new stock holders (ie 4 billion shares at 24$/ per share).
