Visolis bid on Aug 29, 2018 (late bid)

The Visolis bid had an acceptance date no later than Aug 31 2018

Directors and executives resigned from
Aug 28 - Aug 31 2018

“Coincidentally” on Aug 28 2018, the day before the Visolis bid, there was a court order extending the stay period of the CCAA

So directors and officers voluntarily resigned during/after the Visolis bid but never addressed the share issue. Shares then traded until November 2019 then poof cusip suspended…
