The Colombian Government would laugh this clown show right out the door. Even though they never ratified the UNESCO Underwater Cultural Heritage Treaty, they are not issuing any private sector contracts. Law 1675 was only passed for the purpose of legalizing the search and intended recovery of the 'San Jose' treasure. Treasure hunter Burt Webber had a great deal to do with that haven spoken in defense of the bill in the Colombian House of Representatives and the Senate. There were articles in Colombian newspapers that called it 'The Webber Law'. With the bill passed into law, the Colombians stabbed Webber in the back and never issued him and partners a contract. They were not after the 'San Jose' but rather the lost galleons of the 1605 fleet.
