imo, i think the reason gensler waited so long was kenny boy was telling them he will scare the apes into selling last year. when that didn't happen, gensler had to scramble to throw a few rules out here to try to satisfy us. so do they let the moass crash the market or let kenny boy continue his corruption until they figure out something? gensler could have enforce the rule from december for more transparency but instead reopened up the comments for another 30-45 days.
