As I recall, Schwab doesn't hold custody of the certs of OTC/OTCBB stocks, so the DTC does. Schwab is saying basically the company is handling the cert recall, and the DTC will be handling custody issues with BCIT cert holders. It doesn't affect us with electronic shares.
That's my take on it, fwiw~
