So you'll ignore that the Port of South LA reported a 200m investment. Remind me: who holds the DOE loan for the second plant? and where else would $200m come from. The DOE loan is for $360m total so come up with something plausible friends! 2 of the 4 steps were completed in 2016. Seems the last 2 steps completed the loan and $200m got shelled out from somewhere according to the hacks and pumpers at the port of south Louisiana.
