Well if they are steeling from the Government of Madagascar I'm sure they would like to know about it. They could find Dror real fast by shutting down the exports of gold and gems till they are comfortable there is no steeling going on. I was told that steeling was a way of life there and I'm sure the government wants their fair share of revenue and if they thought steeling was going on they would want to stop it.
