they dont have to buy back nothing. No one is forcing them to buy them back and there is no law and rule out there about buy back short. All the premium for shorting doesn't mean anything either. Brokers belongs to a Bank. Hedgefund pay premium to the bank but the Bank and Hedgefund are in it together so no one is losing nothing besides retail.
