Your ignoring the "or" in the filing. If it always did both there would be an "and" there. It would not make sense for a company to terminate their registration but continue their reporting requirements but it does make sense for a company to suspend their reporting requirements but not deregister their securities. That's why the "or" is there. From Investopedia...
