Hundreds of trillions of coins can be burned at the very beginning to promote the growth in value when coins are basically worthless. And Shiba is way beyond that point, it's well known tocken and is traded everywhere in the world, so I would say that only participating merchants can burn percentage from each transaction or from their sales profits to promote utilities and promotions.
