I would assume they are almost certainly in-service cars, at least for the original population. Assuming that worked well, THEN new cars could be designed with slightly bigger internal dimensions (because they would not need as thick an insulating layer), allowing the expanded capacity volume within the existing external form factor constraints that Stuart mentioned.
