FINRA doesn't lag. If the company submitted a corporate action, it would be posted there. They haven't, in fact they've said they're not going to.

Why would they do that, sell stock to raise money, and then use the money to pay a dividend?

I swear I’ll never use the phrase “you can’t make this stuff up” ever again after being on the OTC. Apparently you can.
