"Wet" is a statement about surface tension. Some liquids will wet a surface. This means that the liquid will adhere to the surface. eg water, gasoline all wet tissue paper. Mercury liquid does not wet paper, skin, wood etc. but it will wet many metals. getting mercury on a gold wedding ring ends up with the mecury attached to the surface of the gold.
