The shares held at DTC have varied slightly over the years. But those shares are a subdivision of the outstanding shares, i.e. included in the outstanding shares - you do not add them to the outstanding shares to calculate the outstanding shares. Maybe this visual will help. You seem to think that the Held at DTC shares are the ones that are not tradable, but aside from possible chilled shares from certificates they wouldn't process, the DTC shares are the ones that ARE tradable.
