I suppose given they noted valuation would 'commence' that your interpretation could be right. It seems dumb to me for a company to announce they are going to start paying someone to assess the value of a patent. I don't view that as reportable news and I have never seen another company announce that only that they had obtained a valuation once it was completed.

In reviewing when/how companies perform these valuations all sources regular note that it is frequently done to support ongoing negotiation. That makes sense because it is a continual process in that the value is always changing (because the market for products continually change) so it doesn't make sense to get a valuation if your going to be asked to get another one when you find a use for it. In the world of software 3 months can make a difference in valuation because the product landscape is constantly churning.
