discovery minerals float has NOT CHANGED in over 7 years.

According to Google and many other financial intuitions the float refers to the number of shares that are publicly available for investors. So if the flaot has NOT changed in 7 years how can insiders be dumping on us? the transfer agent has no ties to dscr other then to trade the amount of share that are publicly traded.
