Tim Howard is good at some things, not so good at other things. He is probably wrong here. I think the capital rule gets finalized in the next two months and ST gets voted out of committee in the next two weeks. We are sitting on the cusp of the necessary steps being in place to begin restructuring talks so Treasury can get money for its investment that has not produced $1 since Sept 2019
