Because that is when they will launch exchange...SEC attorneys have them in a quiet period to official as per CFO and CEO. If you read 8k last week...it said in the next few weeks...over 1 is in the books...so...OCT 30 was submission date...takes about 90 days...but they were backed up....So 90 days puts it right now to the day almost.
