It's everyone's issue ATM, only one company makes those machines! And current production rate is in the single digits per year. This process is at the limit of what is possible with these machines and as such the defect rate is always going to be high.

Keep an eye on IBM's 2nm design for hints at tunneling problem. They will need a transistor configuration change to keep it from melting as they go smaller.
