Question: If the offering is .02 at 250m shares to raise money ***yet** the s/p is ""ridiculous"" at .004, over 2x higher, why wouldn't "they" just buy (meaning "whales") at the current price, in open market.

I guess bc its shares for cash??? Im not expert on the financial disclosures so appreciate feedback. sure I am missing something.
