This link shows that Kronos Advanced Technologies L.L.C. was reinstated the same day in good standing. Not sure why this happened. Perhaps they changed ownership or simply reregistered from a new address in a different state (e.g. moved from Colorado to California).

As for the rest, yes, they've announced that they're issuing 80,526,056 shares to Dutchess Capital Growth Fund, LP in order to raise $10,000,000 to fund their growth. When companies issue new shares the dilution usually results in a hit to the pps. So far, they're down about 10% to 20% which would be pretty normal.
