One thing I don't understand (if SPS conversion into common is such a fait accompli) -- Why doesn't the Gov't just settle the suits by agreeing to convert SPS into commons now? It would seem to moot most litigation and clear the board for restructuring (though potentially forcing a restart of JPS dividends)?

An interesting question for us JPS types ...
