I am just doing the subtraction and relying on Footnote 33. $69 bn - $55 bn is $ 14 bn for Scenario 1 for Table 2. The warrants are for 79.9% which implies an overall equity value of $68.83 bn - $55/.779. It is just subtraction and division.

Maybe Congress will ignore the CBO but this is what the report says.
