Theoretically, the GSEs or GSE agents could reduce part of the $33B of JPS-related core capital requirements by buying JPS at current market rates from willing buyers. I am just not sure if the FHFA would allow it.

If they did, the percentage of the $33B they could retire would be relatively small. There's an average JPS daily volume of just under $6m/day, with a liquidation preference of ~$60m/day.

As for buying/taking JPS from unwilling buyers...I'll leave that conversation to others.
