Granted he's still talking things up in the latest press release....

....pretty upbeat all things considered.

The above link takes one to the Company website where the release appears without the Forward Looking Statement language (that's typical...it's linked at the bottom of the Press Release page instead of being included in each release), but just because it's not there it IS in the actual public release and this bit is as disconcerting for investors now as it has ever been:
"the Company's need for, and the availability of, substantial capital in the future to fund its operations and research and development, including the amount and timing of the sale of shares of common stock under securities purchase agreements; and the Company's licensee(s) may not successfully complete pre-clinical or clinical testing and the Company will not receive milestone payments."

Every explanation offered up for the failure to follow up on B-UC, B-OM and B-ABSSSI has had funding as its focal point.
Things DO sound promising as long as that goes unmentioned, but your statement seems to forget about it. I'm not convinced that funding explains ALL of those deferrals but if it is it should be noted that it's no less true now than it has been in the past.
