Certainly not fluff and I wonder how far along the installation of the equipment really is. You know Kim's penchant for releasing news after the fact. In this case I can assume that it has already started which puts a shinier gloss on the apple. This may or may not affect the stock price much but a small bump is called for. The most important thing I have noticed is the time between PR's is getting less and the info in the PR's has a bit more weight. Now that is a very good sign.
