"certain designated" I believe that will be what's in the tradable Float. (Which is most likely us) Approx. 37 million shares. Charlie Scott holds most of the restricted SOLI OS, over 200 million shares. I believe he will be getting those preferred shares. They do not want to issue those shares to us.
