An example - hypothetical

Gov decides it wants to fund a new legislative effort via Taxes

(A new effort to reach Mars at 100B over three years - as example)

But we know the GOV now operates at a deficit --- so how would it fund such new program ?

one way - raise existing taxes
one way - create new taxes

My guess is that - if such happens --- if the GOV says we are going to have the Space Force spend an extra 100B -- and we will fund it --- and do so by increasing the top tax rate on income > 1MM ... that IT IS FUNDED --- but the money goes to treasury and then to the agency via the normal congressional appropriation process ??

Seems congress might have to get involved in most cases - as you noted they control the purse ?
