There have been large blocks of shares being dumped every day in the last many months, so if it isn't company execs personal accounts it's the company as a whole. When the company first got in the covid arena, volume was light and small buys would cause significant share price pops. But sometime later the volume increased substantially, and the share price went back to pre covid levels.

You are correct, if they are fully reporting and unloading personal shares, it would be reported. Especially if the SEC is watching.
