Respectfully, no I am not wrong, and you appear to not understand
the ICANN "whois" domain ownership tool to which I referred in my previous post.

The registration is in the Seychelles Islands ( .sc )
which is an island nation in the Indian Ocean.
It's a common "domain holding" jurisdiction.
OTC Markets appears to not do a thorough job of
fact-checking when they vet a profile, but that
is their problem.

I note the whois record was last updated October 29
of this year, so...

It's possible DRGV somehow still has purview over this
domain, and if they do...

they should at least put up some
"Watch for our new DRGV web site, coming soon"
on the Home page so the page doesn't redirect
based on specious DNS records, but that is for
them to decide.
