Stock Buy Backs - For Options or Undervalued

I was looking into "Float" for AIAD.

Etrade shows their Number of Floating Shares at 947,200,000, however with 1 billion shares outstanding I found that to be way off.

We know that the "insiders" hold a substantial part of the company. I think at least 30% of the company, likely far more. 

Q2 2021:
1,004,900,153 Issued Shares
925,555,757 Outstanding Shares
79,344,396 Treasury Stock (Issued minus outstanding)

Q3 2021:
1,007,953,473 Issued Shares
 683,940,104 Outstanding Shares
 324,013,369 Treasury Stock (Issued minus outstanding)

That means that they bought back more than 244 million shares during Q3, or around 25% of shares issued. 

Additionally, per the (PRE 14C filings on 12/16/2021 and 10/20/2021) it appears that the named Beneficial owners increased their stakes by over 32 million shares.

Please let me know if I have something wrong, but it appears that they are consolidating ownership prior to their SAS making its full launch
