The incentives are not being removed from a tax incentive basis. They are forcing utility fees to appease the utility provider budget by having the solar users flip some infrastructure expense they use for net metering. I do not think this is unfair as long as being connected to the grid for solar energy sharing is not mandatory. In FL with the private provider FPL it is mandatory, you cannot be off grid, but the base connection charge is $10 plus taxes so less significant.
