If you maximize it (so you can read it), and go to p.71, you'll see Illegal Burger listed at the top of the 2nd column.
So, 'off the bat,' that seems to indicate that Illegal Burger has begun to resume its efforts to establish franchise stores.
Two things in particular that I thought were interesting.
1) The current "Units" entry lists current franchise stores (all zero) for the US, CANada, and INTL (for international). [It also lists the current 5 stores as CO for "Company Owned."] Since all other businesses also list US, CAN & INTL, that could just be boiler plate, but it does make me wonder if the company foresees real opportunities in Canada and International locations.
2) Whether "Financing" is available says "Yes." That means either company-provided or 3rd party. Given how much of a struggle WCVC has been having keeping afloat through COVID19, it doubt it has much money of its own to offer new franchisees. But if "Yes" means 3rd party financing is really available, then some bank or banks must think Illegal Burger franchises are worth the gamble.
Closing notes: Page 71 begins the list of "Food: Full Service Restaurants," and lists Illegal Burger under "Hamburger Restaurants."
McDonald's and other chains of that 'ilk' are listed separately starting on page 76 under "Hamburgers."
I did not see Kalaka Mexican Kitchen or Illegal Pizza listed in their respective restaurant-types.
