If you bother to read a little deeper, the "stun gun" is what separates INO DNA vaccine "candidates" from all the others. That is why the RNA vaccine "candidates" were easier to develop, (also along with a little probable FDA collusion) because of muscular injection. However the muscular take up of the vaccine is not as effective and must have lots of added chemicals to make it work at all. The electric part of the INO "stun gun", which is patented, opens up the shallow cells to absorb the DNA vaccine more effectively making it easier to intake and work better. There are numerous studies out there that have proven this and made it acceptable worldwide, including the US FDA.

This is my take on this subject. I am not a doctor or viral scientist but I can read and understand science. I am sure that there are some really smart guys out there that can give a better explanation but this is my take in a a nutshell.
