Exactly what does a communique to "all shareholders" look like?

Is it a press release issued through traditional channels or is it something else? Perhaps, like, material, non-public information disseminated through the rank and file, ultimately reaching message boards such as this one? The same information mechanism NEOM has stupidly, haphazardly utilized in the past and one that ultimately exposes the company to tremendous regulatory vulnerabilities.

Communication to all shareholders or communication to the public market as a whole? There is no fine line between the two, there is, in fact, a clear distinction.
