Ask anyone who understands a lick about corporate finance and they'll unequivocally agree that NEOM is clearly "selling" shares.

Perhaps you are arguing semantics, and arguing that the company is not selling in a traditional sense (i.e. on the open market).

However it is clear as the sky is blue that NEOM is selling hundreds of millions of shares to satisfy the toxic financing arrangements with Cornell and the "top off" agreements with the acquired companies that still remain (ie Gavitec). Of course, let's not forget the tens of millions of "future" shares (options convertible into stock) the company "sold" (or awarded, again semantics) to the departed executives and members of the board of directors.

May I be so upfront and inquire whether you have a undisclosed relationship with Neomedia and/or a third-party with a financial interest in Neomedia?
